Make Your Choice I vs III

I heard a long time ago that Make Your Choice level I was better than level III on certain killers because the cooldown is shorter. These "certain killers" are any killers that get frequent use out of MYC, to the point where that extra 20 seconds of cooldown is more detrimental than the uptime is helpful (A few killers like this include Nurse, Hag, Spirit (?), and maybe a few others.).

I just recently unlocked the MYC teachable, and I'm wondering if I should consider this before I take the dive and level up MYC to level III on all characters. And if level I is ever better than level III, which killers benefit more from it?

    I would say that if you're against survivors who are better than you, regardless of who you're playing, Tier III is probably better. This is because good survivors can prolong a chase, so firstly you might need an extra 20 seconds of exposed to get the hit on them, and secondly the extra 20 seconds on the cooldown is less likely to be detrimental because you probably won't get another hook in that time anyway. However, this is more likely to be the case with killers like Pig, Legion or Huntress, and less likely to be the chase with unloopable killers like Nurse or Spirit.

    If you're a good killer who can get a lot of hooks fast, though, Tier I might serve your playstyle better. This would likely be most beneficial on high-mobility killers who excel on getting back to the hook quickly from far away, such as Spirit, Nurse, Hillbilly, Hag or Freddy.

    If I were you, I would try it at Tier I first on whichever killers you want to play as and see for yourself whether it suits you. If you consistently find that the timer runs out before you manage to capitalise on it, then you might benefit more from a higher tier of the perk. If you can consistently down the rescuer before the timer runs out, though, stick with Tier I.

    In general, Make Your Choice 3 will be better, as it leaves less to chance. You get more time to find the Exposed survivor and hit them before it runs out. MYC 1, while it can trigger more often, gives less of a window to get that hit.

    Fibijean nailed it by mentioning killers that can get the hit quickly - they are ones that can make better use out of MYC 1, but in those occasions where you're not just sitting on the edge of the 32-meter radius waiting to go back to the hook, you're more likely to get lucky hits with MYC 3.

    There's also the times when you're unsure of who is Exposed from MYC - if two survivors were healing the unhooked survivor, you have to guess. It may give you more time to switch targets.

    TL;DR - MYC 3 is better in most scenarios, although MYC 1 has some niche uses and benefits.

    Besides what has been said above... it really just depends on the Killer you're using.

    If you're using Killers like Spirit, Demogorgon, etc, killers with mobility... than it's more beneficial to use the lower tier MYC... mainly because those Killers can either sneak up on those Survivors and down them in one hit.

    This is especially good on Spirit since she can get back to the hook easily and down the Survivor and re-hook them for another MYC proc.
