Depends on the map and what Tier l Myers is using.
If we're talking base-kit Tier l versus base-kit + Hope Survivor than it honestly depends on the Survivors skill in chases... and if the Survivor can block the stalking with objects and such.
If they can, than yes they're uncatchable... but if Tier l Myers can stalk and avoids Survivors that can't avoid his stalking... than no, not really.
But if we're talking no stalking, base-kit, no lunge add-ons for tier l, and chasing a good Survivor with Hope... than yes they're uncatchable... but since Myers has stealth and such, this isn't ever really the case.
I mean, unless the Killer REALLY wants to stalk that skilled Survivor with hope than yeah, otherwise no since he can stalk other Survivors and sneak up on them to do so.

In a chase with no stalking to gain Tier ll, a good Survivor that can loop with Hope, no breaking away from the chase, and no lunge add-ons for Tier l, than yes they're uncatchable.
You can argue that without Hope they'll still be uncatchable... Hope doesn't really give that much of a speed boost, it's quite small tbh... especially against a 4.6m/s Killer.

Yes, because they move 2% faster. This is, of course, only true until the buff runs out.

I could argue that you'll still be uncatchable if they don't stalk, don't have Tier l add-ons, don't break the chase, and face a good Survivor that can loop...
Even without Hope, the speed change isn't really that serious OR impactful against Killers with a 4.6m/s... and yes, while this isn't a 4.6m/s, he's still too slow to do any real damage in a chase. It's like facing a Nurse without her blinks, the chase feels unfair.
