Ultra rare add ons SHOULD be strong on release
Then that way people don't just stockpile them up until they're buffed to be strong hence making the ultra rares not as rare.
Example : nurses ultra rares were made from the common add ons that many nurses had. Hence those add ons aren't ultra rare as even someone who only levelled nurse for the perks I have around 30ish matchbox.
But then wouldn't everyone just use a black ward? Well, simular to ultra rares many players have these stacked up so what if their effect changed? Maybe increasing the power of add ons by 10% (this way it doesn't buff many of the exposed ultra rares but buffs things like ghcot or the green oni mask add on etc) so then everyone would burn through them and in turn would reduce the amount of people burning moris

I'm not a firm believer that Ultra Rares should be necessarily strong, I would prefer to see more things that make the power work significantly differently.
Iridescent Heads make the game boring as hell and basically guarantee a loss for survivors, Iridescent King is basically "give every survivor player a migraine with an overload of effects," they're massive buffs to the strength of the powers but the powers still work identically to the base power, hatchet tossing and zap for debuffs.
However, something like Tombstone, Oni's aura revealing, or Plague's Corruption on gen completion completely shift how the power works and makes the game completely different for survivors.

URs should be strong. With the Oni we got a perfect example of a killer with two completely useless URs. Why dafuq should i use them? Why?

I don't really have a dog in the ultra-rare race because I very rarely use them, but if you're screwing up all killer URs to the point where very rare/rare addons are better with zero downside, you should want the same for survivors. BNP is a straight-up buff to holding M1 and hitting skill checks, but maybe it should flip your skillchecks around for the duration of that toolbox's life, or take away 5-10% progress if you miss one of the skillchecks. Maybe using an insta should slow your run speed down for a few seconds. See how it would work if we did that to survivors? It seems pretty ridiculous now, right? 7k BP for something that at best will help you SOME of the time.

They should at least be game changing. Most modern iridescents give mediocre boons, or strong ones with major drawbacks. These addons should be a treat to work around with. Nothing game breaking, but spicy and unique.

But they still makes the killrr incredably more powerful. The plague getting corrupt after a gen means she gets her power way more than she would in most games especially considering many survivors dont cleanse. Micheal can literally eliminate a survivor from the game. Just because they change thins up does not mean they are really strong

Yeah but that addon makes her duration of corrupt purge incredibly short. Watch a streamer play with that addon and you'll see what I mean. The only ultra-rares out there with zero downside that I can think of would be Iridescent King and Black Incense, and leave Doctor/Plague alone. They're already suffering enough.
Iri Head hatchets should either go to only one-shotting on a headshot, or to where the one-hatchet count overrides any other addons that give more hatchets. Tombstone Myers moves at the speed of molasses, so without combining it with PWYF, it's your own fault if he catches you. He has to be up your butt to tombstone you, and you can counter with lockers, or just hold W and be smart about your pathing. That's also not to mention that tombstoning makes your EW build up really, really slowly, so you're also making a big mistake if you feed him enough stalk to get killed.

I feel like if black wards did THAT, theyd just end up with a similar situation as old tinkerer. Charge speed addons when stacked with tinkerer were strong, so they nerf ended up getting nerfed.
