Use PWYF and he's actually not too bad. (No addons required either.)

Allow him to duel wield chainsaws and have mini chainsaws around his waist just in case.

Remove the slowdown while charging your chainsaw and he's fine. Nemesis+PWYF is pretty powerful on him.

His add ons aren't very good anyways.

75% killer win rate, and you want more buffs to what? take the survivors 25% down to 10%? 5%? talking about any killer needing a buff is hilarious.

Make that when he charges his chainsaw all the way he moves at 230% movement speed but make turning harder
To compensate make it so his chainsaw can only down one survivor at a time

First of all it's not 75%.
Second of all that's the Kill rate. Not the winrate.
If you get 1 Kill every game you have a Kill rate of 25% but a win rate of 0% for example.

Nemesis is a PWYF buff, so this actually works much better now.
