Will bad perks ever get changed?

It is quite common to see people here on the forums complaining about how repetitive games are, after all they face pretty much the same perks, whether they play survivor or killer most.

When you take a look at the perks players have available in this game, it is easy to tell why people only run Ruin, Decisive, BBQ, Adrenaline and other meta perks. The gap between these perks and the rest is simply too huge. On one hand you have Hex:Ruin, a perk that offers early gen slowdown, punishes survivors stacking on gens and incentivates players to waste minutes looking for a totem. On the other, you have downright disgraceful perks like Hex:Huntress Lullaby, a perk that shows survivors you have it, requires you to achieve tokens before it has a noticeable impact in a match, can get cleansed before you get it to work, and even at it's maximum potential doesn't offer an advantage like Ruin does in the first place.

Since this is not a sided change, I think we can all agree perks like these can get buffs (on both sides)
