How come distortion doesn't work on the ground?

It says in the description that it doesn't activate, but that seems like an unnecessary restriction, but what do I know.

    If the killer has deerstalker you’d lose all your tokens in 9 seconds from going down, if not for that restriction. The killer gets aura reading for a downed survivor the instant they’re down with deerstalker. It’s specifically to avoid that situation.

    It's because you burn through your charges like crazy if the killer is running deer stalker or bbq or nurses calling. There's almost nothing that you can do to prevent aura reading in those scenerios, you can't get into a locker or stop someone from healing you. And in most cases I want the killer to pick me up. DS, pick me up. Last survivor, pick me up and get it over with. What I don't want is to bleed out on the ground
