I have heard rumors that tome level 4 was dropping today. Can anyone confirm this?

They are easy. Thats what the challenges are. Too easy sadly.
I mean, one challenge is to grab 2 Survivors... A Tome 3 Challenge was to grab 6 Survivors at first... Not even need to be done in a single Trial.

What about the last minute hero? Did they change it?

There is no last Minute Hero.
These are the challenges:
Survivor:
Repair 10 Gens
6 Skill Checks with This is not happening (single Trial)
Search 12 Chests
4 Gens repairing with Dark Sense (Single Trial, only need to be sitting on the Gen when its finished)
Escape as Claudette (Single Trial, obviously)
Total of 5 health States healing
4 Killer Stuns with Pallets (Single Trial)
Killer:
Hit a Survivor with your weapon 25 times
Damage the same generator 4 times (single trial)
Interrupt and grab 2 Survivors
Kick 8 Pallets or Gens with Brutal Strength (Single Trial)
Hook the Obsession 10 times
Hook 5 Survivors in the Basement using Agitation (single Trial)
Catch 6 people in Bear Traps (Single Trial)
Sacrifice 4 Survivors in the Basement (Single Trial)
Not really challenges.

This is disappointing.
I was expecting some sort of challenge, not what was originally shown as some of that was ridiculous, but a challenge nonetheless. But this. They went too far in the other direction with these imho.
I think this one might actually be, overall, easier than Tome III.

do all the challenges reward 15 fragments like origanally or did the devs reduce that value for some of them.

Yeah, me too. I mean, Tome 4 looked hard, and maybe too hard (would have needed to try how it will work out for me), but this is too easy.

I was actually looking forward to the Level IV challenges. I thought it might actually take me more than a few days to complete for once, but some of those are Level I difficulty 🙁

The master challenges reward five fragments and the others reward three like the rest of the levels.

Most of these are too easy, but the others are going to be difficult. Survivor challenges are incredibly easy except for the Dark Sense one. That is going to require either a SWF or luck and just requires you to pump out gens.
Again, the killer one are incredibly easy except for the master challenges. The Brutal Strength one and kicking a gen 4 times are incredible easy, but the others are going to be hard.
Hook 5 survivors in the basement with Agitation. Shouldn't be too bad, just run either Basement Bubba or Basement Trapper.
Catch 6 people in Bear Traps. Going to run Tar Bottle, Trapper Bag, and a Yamaoka offering, probably the hardest one.
Sacrifice 4 survivors in the basement. Definitely going Basement Bubba for this one.
