Is it just me, or is the hair piece of the Bile Beldam outfit missing on there?

Yes there is no hair to bile beldam outfit

If a set doesn't include another piece in it, than that's the entire set.
That's why the Bile Beldam outfit set is missing the head piece, it doesn't have one and only comes with those two pieces...
For future outfits, this might be the same case. If you suddenly get the outfit on a Killer that's missing a piece, than that means there isn't another piece that comes with that outfit.
In this case, the Bile Beldam Outfit is that outfit.
