Is Windows of Opportunity the best perk to improve at looping?
I felt like when going for Adept Kate, I was much better at looping and had overall better map awareness. I'm a stealthy gen jocky type that mainly plays in yellow/green ranks.
Would you say including this perk in my kit would be a good next step in my survivor ascension?

If you're unfamiliar with maps, sure.
You eventually won't need it at all though.

It is always a good perk and it’ll help you learn loops.

I just use it so I don't run to a area that's suicide with no pallets

For looping, I'd say no. It's more to help you learn maps and keep track of which pallets your teammates have used. As far as looping goes, Dead Hard is probably your best bet. It'll cover up for some of your mistakes and get back around to the pallet before the killer can hit you. I wouldn't recommend using it to dodge a hit, the killer can bait that out.
Although ultimately, there's not really any perks that will help you improve that. Dead Hard will cover up mistakes, but you don't learn by covering up your mistakes.
