If you don't have enough chase skill to back Legion up they are terrible
If you are able to get hits at most tiles just using mindgames they can snowball pretty hard.
Are you saying being able to get hits against survivors using just your m1 isn't skillfull?

I don't think you're wrong at all. Killers shouldn't have to rely on perks from other Killers to be effective, and Legion's base kit is practically worthless on its own.

Most of us can agree that PTB Legion (without Frank's Mixtape) was the most fair version of Legion for both sides.
