Speedhack or legit explanation?
I just had this game as The Oni. I slugged for the 4k cuz those survs were annoying af.
When the last healthy survivor (Yui) appeared i noticed some very strange speed curve. I didnt notice this before, so i was very confused. Her perks were: Lucky Break, Urban Evasion, Iron Will, Self Care
I also have tally screen discussion and profile capture from this person, but i wont post in here (support ticket only). I'm just curious if you guys feel like this is some cheat or anyone has another explanation.

This looks to be a speed hack or an exploit as premiumRICE mentioned. Regardless, both are not acceptable in-game. The speed that was accumulated was too unnatural and without any restrictions of movement, so it's clear to me that this is a speed hack or a form of exploit that they did in-game.
Here's some options on what you can do...
For one, you hopefully reported them in-game at the time. This will help with your case when you bring this to the support team (if you do that is). Next, you can than submit a ticket to the support team with this video as evidence.
Once that's done, you must provide a description on what happened in-game (any details this video left out... maybe this happened before in the match?) and other information like their SteamID, etc. File it under exploits or cheats, and than the rest should be easy for you to answer.
Since you have the profile capture, than you have the ID. Knowing this, you should be all set when it comes to important information that needs to be in the ticket itself.

conclusion (As well as your answer)
Just to make sure you know, you need an in-game report for anything BEFORE you follow up with a ticket, if you don't have that than the support team won't be able to do much of anything for you i'm afraid. In-game reports are mandatory, so if you didn't report them in-game than remember that for next time.
But to answer your question here, yes, this looks to be a speed hack or a type of exploit that was recently found. No, it's not allowed in-game and is perma-bannable. Exploiting is unacceptable in DBD as well as hacking!

That looks like a Speed Hacker imo.
btw, lol bbq? When you face SWF that perk becomes only a place holder. If I was running Oni. I'd do Enduring, Thana, "clown phobia", and maybe sloppy butcher. ;-)
