Keys
I'm a survivor main but in my opinion keys in it's current state are broken (along with mori's), need to be reworked. When I play killer I've lost count the amount of times I've made a come back with two or one gen remaining, which wouldn't be possible if a survivor brought a key into the game.
On the other side the survivors could 3 or 4 gen themselves, use up all the pallets that surrounded the remaining gens, and won't be punished for it due to having a key.
How I think keys should be reworked is that they they can only be used once the exit gates are powered or after the killer closes the hatch.
I personally refuse to use keys when I play survivor due to how broken they are, even when I play SWF I try and discourage my friends from using a key.

I also refuse to use them and moris unless its for a specific challenge. Which sucks to have to use them for those reason. Lol I didnt even use instant heals for years cause they just.. They were too strong to have fun with. I agree with your balance ideas for the keys.

I think Keys can afford to have a little more use than just at the very end of the game as far as opening the Hatch. Maybe making it so only one person can use the Hatch per key (Hatch closes up again after someone opens it with a Key and jumps through) and having variable times needed to open the Hatch depending on the rarity of the Key.

I used broken keys with a survivor aura addon for the rift challenge. I don't like using Mori's and keys, as I like to win through skill rather than due to an overpowered item or offering.
Same when I play on Haddonfield as survivor, anyone can loop a killer on Haddonfield as that map is just one massive loop.
