It means it increases the range from which a trap can be triggered.

"Increases Phantasm Trap range" means that it increases the maximum distance that a survivor can be away from a trap and still trigger it. Add-ons which increase the distance from which the Hag can teleport to a trap, like the Dragonfly Wings for example, say "increases Phantasm Trap Teleportation distance" in their description.

Is the trap trigger range global? I am confused because this can mean 2 things. Does the proc range affect how close a survivor must be to a trap to trigger it or does it increase the distance the Hag can be away from a trap and have it still trigger?

The hag doesn't have a set distance for traps to trigger, they can trigger global if you will. However the distance from which she can teleport to the triggered trap, varies depending on addon like dragon fly wings.

The traps can trigger anywhere on the map regardless of where the killer is, but survivors have to be within a certain range of the trap for it to trigger. I'm sure that's what you meant, I'm just clarifying because the way you worded it could be confusing for some people reading.
