Ruin Nerf may turn out to be a good thing.
We all know how fast gens can be completed and how much killers have been relying on ruin to combat it.
What if the devs do want to extend gen times etc but the only thing stopping them is ruin because in those scenarios it would be too strong.
So with ruin nerfed the devs can now see how fast gens really take in the ptb and hopefully make some changes in the near future to combat that.
I'm just being hopeful that this isn't an isolated Nerf that goes nowhere and that there is an overall goal in mind.

Its iffy. That same concept was also applied to survivor stun perks with enduring affecting them. They made DS extra long because enduring was making it useless. One would THINK they would have tweeked those stun times once they changed enduring...but they didnt. This is probably more of a case of "find a new perk if you dont like new ruin" rather than any changes are gonna take place regarding the core game design.

Gen times themselves are not the core issue; Its killer pressure and map design. It should not take the killer 60 seconds to get to a gen, by then its already long past popped if there are 2 or more on it. Ruin helps mitigate this and gives them a chance to even defend the far-off gens. This is among other issues but im too lazy to go through it all again.

Gen speed is just one example, this also applies to the examples you've stated. If map design got fixed and it was much easier for killers to pressure survivors than ruin could have been in a position to be too strong.

You are right, it seems that the devs lack organization. And are probably forced to focus/tunnel on specific things each month which would explain scenarios like DS & enduring.

This is what im hopeing for too, but im just worried that BHVR will take too long to either come up with or implement a change.

They really should reduce ds stun to 4 seconds. 1 second is always trapped in the animation so that gives the survivor 3 seconds to get away which lines up with head-on.

I've only played 2 games so far. Ruin is exactly how everyone predicted so far. Useless early game, gone by mid game. It could have potential if it was not a hex. But as is it's 100% useless. Will see how it goes but I don't see anything changing. Totems spawn where they can he seen and survivors like shiny things and will cleans it. Doesn't last
