What if all hex perks were like noed?

Okay I'm done debating whether ruin needed changing. This current change has made it useless though. Totem spawns still bad, ruin found very early without having time to do anything beneficial. It would essentially be like having noed lit at the start of the match and hoping it somehow makes it until the gens are done. Not going to happen.
So my ideas are... Make ruin a regular perk and not hex. I don't see this one happening.
Second idea, what if hex totems only lit when active? So you start the trial and all totems are dull. Ruin for example won't light until gens start regressing. Would this make it too powerful?
