Will the summer bbq event have double bp?

No. It'll only have the bonus BP for completing event objectives when you burn a BBQ invite.
Double BP is coming later in the summer. So probably next month right after the next chapter?

I don't think so. I haven't seen anything about it and the devs did not say there was one.
