New killer: The Cop

Real name: Maxwell Woods
Weapon: Nightstick
Power: Max's Technique - When a survivor is in the dying state, you are able to "penalize" them. Doing so will cause you to place tightened handcuffs onto them and hit them over the head with your weapon twice. This has the following effects:
- The survivor is unable to repair generators, complete healing actions, cleanse totems or open exit gates with the handcuffs on.
- The handcuffs can either be taken off by the survivor themselves, lasting 40 seconds, or another survivor, lasting 25 seconds.
- The survivor's hands will bleed, giving them a 5% action speed penalty, until they complete a generator or healing action. This does not stack if they are cuffed several times consecutively.
- The next time the survivor enters a chase with you, they will gain the "Traumatized" status effect for 30 seconds. This effect makes their movement speed 7% slower and causes them to drop pallets 20% slower.
-You only have four pairs of handcuffs.
Backstory: Back in the 1930s when Max entered the department for the first time, everyone simply considered him an ambitious individual. He aced the tests, both the physical and practical one. He had no friends, not even his partner John, Max was rather intimidating and cold. He quickly climbed up the ranks, as he'd complete every task he was given flawlessly.
However, he wasn't in for the money or prestige. He simply enjoyed the thrill of hurting others. His partner would witness it every time, no matter who they were going after, a hired thug, a mob boss or your every day drug addict.
They would be tortured and beaten, and killed, and then he'd fill their body with bullets, making up some kind of story. The neighborhood was filled to the brim with crime, so nobody thought much of the fact that his cases would always end up with death.
Max hadn't asked him to be silent about it, but John felt in his bones that if he said a word he'd share the same fate as Max's other victims. One day Max completely snapped. John watched him handcuff and pummel a simple pickpocketer.
John had had enough, he didn't care if he was going down with Max, he just wanted this nightmare to end. Max entered some kind of strange fog, in that same back alley, as John drove off in their service car, ratting him out to the rest of the department. An issue was warranted for Max's arrest, but he was never found.
Perks:
Hex: Brutality - You cannot abandon your past, your thirst for violence remains.
Every time a generator is completed, all survivors are inflicted with the Exposed status effect for 15/25/30 seconds.
The Hex effects persist as long as the related Hex Totem is standing.
Intimidating presence - "Those worthless pieces of scum still fear me, just like the old days." - The Cop
Once a survivor enters your terror radius, their aura will be revealed to you for 5/6/7 seconds, they will break into 150% of their normal speed for 2 seconds the next time they sprint, also giving them exhaustion for 60 seconds.
This will affect the survivor closest to you. This effect has a cooldown of 30 seconds.
Lingering Fear - Your enemy's allies are terrified by the sheer thought of you catching them.
Every time a pallet is thrown down in your terror radius, all survivors suffer from a 5/10/15% action speed penalty for 40 seconds.
This effect has a cooldown of 60 seconds.
