Whats up with the massive spike in flashlights?

I'd say in like 5/10 of my games as killer (Pre Ruin Nerf, I'm a survivor main atm since the patch dropped) people had flashlights, they nearly never attempted saves and when they did it went horribly wrong. What they REALLY do is flashlight you at

Every. Single. Pallet.

It doesent give them any distance due to audio ques, no juke potential unless they are running iron will, do they do it just to annoy? Or maybe bloodpoints? I'm not following the reasoning survivor mains explain

    Are the sounds fixed? If not it gives them free time to run while you try to locate them that's why..abusing bugs as they do

    Might be people trying to finish Tome 1 challenges before the new one opens? I know the flashlight challenges were the hardest for me to complete, and I saved them for last.
