How to counter it?
Doc's shock blast? He can go around a loop with you for like 5,6 times and will catch up if he shocks you properly and doesn't allow you to use the pallet. What do I do in that situation? I'm hoping you guys don't think i'm complaining,just asking for advice against him

Try to maintain enough distance that you never need to use that pallet or window, and always have a backup plan. Most pallet loops will have two sides to them, and you'll want to go around both sides to keep your distance rather than looping one side and risking them changing directions and hitting you while you're still under the effects of their shock. Safer pallet/window loops are your friend against him.
Worst case scenario, dropping a pallet early can sometimes save you from getting hit (at the cost of the pallet).

The shock stun works weird now and doesn't stop you from using pallets half the time, I'd run as normal

It works on pallets that have 2 same sided loops. If you play the smaller side of a loop,against a doc like the shorter side of the pallet gym,the one that looks like an L,you will likely die. At most medium sized loops it can work,not necessarily tho. Thank you for the advice regardless,will take it into account

I play mostly Doc when I play killer and the thing that almost always guarantees a hit for me is when survivors try to mind game or pallet loop me. My best advice for you is get distance and break line of sight. Unless the Doc is super cocky, you trying to mind game or pallet loop or window loop will often times backfire. Sprint burst and Dead Hard are often helpful as well with avoiding his blasts, just keep an eye on the distance of the blast, if he's running a yellow or green electrode he'll get you more often with it making trying to loop pallets and windows nearly impossible.
Tl;dr: break line of sight and get distance asap.

Your best tool against M1 killers is distance management. If you start making distance at the right time, it can be 20 seconds before you even have to think about dropping a pallet. In Doctor's case, what Peanits said is essentially the counterplay. Doc technically can always get you with the right shock at most pallets, but they'd be throwing the game trying to do it at every one if you play it right. Keep rotating around to buy yourself time for the shock to wear off.
