Why push patch and announce Toolbox nerfs a few days later.
It implies you knew this patch was ######### and yet you pushed it out regardless.

Not really.
They said that they were thinking about a Ruin-Change since July 2019. This is quite a long time. They did not have a Meeting on Monday where they came up with "Lets nerf Ruin!" and published that on Tuesday.
So I highly doubt that thoughts about Toolboxes were done over the last couple of days. However, you will need Data to determine how much you want to adjust Toolboxes. Because they should not be too weak aka useless, but you also dont want to adjust them multiple times.

Watch it be by 1% or something completely meaningless

Watch them buff toolboxes instead.

Could be like Medkit changes: nerf one little thing to put 20 buffs.

They have enough data. Their own statistics said 55% of the games had no Ruin, and 20% of the red ranks. Thats more than enough data. So why did they not adjust toolboxes in the same patch they adjusted Ruin?
