Random spikes in Bloodweb
I don’t know how rare this is or if it isn’t rare at all but I’m dying to figure out what it is. Sometimes when I level up a character (survivor I don’t know if it happens for killer too), leave them alone and eventually try to level them up again there’s a chance of the link between two items in the Bloodweb having an almost ice-like or spikey look to them. It’s pale blue but turns into the usual red once the items are purchased. You can see it here between the firecrackers and glass bead. Does anyone know what it provides?

I believe that's from the Christmas event blood-webs when the Christmas event would roll around and have the Winter Party Starters be an unlockable thing.
I'm not sure why they're showing up in your Blood-Web though... seems like an odd bug that just happens to you specifically or other people from time to time.
