Make slowdown perks their own category.

Making slowdown perks their own category would let you limit how many killers can bring to 1 per load out.
This means you wouldn't have to worry about slowdown perks interacting with each other thus letting you make them more powerful without worrying about making the game too slow.
This would also avoid a lot of bugs what could happen by trying to rework the slowdown perks to not interact with each other.
Also to avoid premade builds having 2 slowdowns letting peopel bypass it I'd suggest making it so when/if this suggested change goes through that you forcibly de-equip all slowdown perks.
Edit: For those of you who don't know the context this is a compromise idea between the devs trying to remove all synergies between slowdown perks(Which will mostlikely cause both bugs and nerfs to said perks).
So I am suggesting this as a compromise to try to avoid the devs effectively gutting all slowdown perks.

And what limits will be placed on survivor perks to make this even remotely a fair idea may I ask? Killers get 4 perks vs 16

This is more in response to the devs themselves saying they think slowdown perks should NOT to work together on their latest stream.
So this is more of a compromise idea that should be healthier for the game then what they seem to be planning(Reworking slowdown perks not to stack) for which will probably cause an insane amount of bugs.

I've heard however seems quite unfair since the devs let survivors stack their powers way higher than killers can

I am not saying its fair but given how much the devs listened to the ruin feedback(Completely ignored it) they will probably go through with it anyways.
So I am trying to see if I can suggest a compromise that won't get all slowdown perks gutted.

Imagine if all perks could only be used in slots
1 2 3 4
And the higher in rank the more limited your slots are
