How much is Community Manager involved with development members?
How much is @Peanits involved with development members?(I apologize that I am not good at English first)
1.Communicate their opinions to the development members and reflect them in the balance adjustment (same power as the development members)
2.Communicate forum opinions to development. And summarize the development opinion to the player (intermediary)
3.Only manages forums, no permissions at all
Which one applies?
Another question, is the role of Community Manager different between English and non-English forums?

As for your examples,
#2 is what describes a CM job the best.
Community Managers are Devs, but aren't Designers. It's not a question of power, it's a question of roles and responsibilities. We aren't the ones making Design changes, because that is not our role. We are between the Dev team and the players. Acting as a bridge.
EDIT: And to answer your last question, local CMs have the same role.

When working on new designs, I often ask the CM team what they think about them. They know a lot about the game, and I value their input! :)
