Well, for the most part you need to focus more on team work, cool-downs between Static Blasts and Shock Therapy attacks, and regular chase mechanics. Allow me to get a bit more elaborate with this down below.
team-work
For one, we'll talk about team-work and why this is important against The Doctor. Your team will naturally go do Generators and other such actions that requires rescuing, healing, etc while you get chased OR vice versa when someone else is being chased. Your team, and as an extension you, should go and work on other actions like repairing Generators and rescuing your teammates/healing them during these grace periods.
This is of course basic 101 team-work tips, but they're essential for a "good game" when facing any Killer like The Doctor.
the doctors powers and cool-downs
The Doctor specializes in spacial awareness with his Static Blast and hindering you during a chase around pallets and windows with his regular Shock Therapy attack. Each attack has a cool-down between uses and requires you to time look into how long his cool-downs are and how you can abuse this within a chase itself.
Like most M1 Killers you'll want to surround yourself with pallets and windows in the event that they begin to chase you specifically. The Doctor has the ability to alert him to any nearby Survivors that're in his Terror Radius, so while (in a scenario) say... he Static Blasts his Radius and sees your notification as the person he'll go and chase next, once he does so you'll want to go to any nearby pallets or windows that're nearby and prepare for the chase, if you have the ability to hide than i'd do it so he wastes a lot of time looking for you while your teammates sneak by.
In the event you're in a chase, than you'll want to use what you know about how long his cool-downs are between his Shock Therapy attacks and Survive the chase as long as you can. Outside of his Shock Therapy Blasts he's just a regular M1 Killer, so if you can dodge the blasts and know how to loop a regular M1 Killer than you'll waste a lot of his time while your teammates (this is where team-work comes in) go and work on any Generators that they find.

regular chase mechanics
For one you'll want to know the basics and as an extension the basic tiles of this game for when you face any Killer in a chase. While this video i'm about to link is outdated with out the Lery's map is, it's still solid with knowing every basic tile in most of the maps in DBD.

The video, like I said, is fairly dated with Lery's as an example and other such maps that weren't added until later on in the games life, but it still talks about these basic tiles that're used through out most of the DBD maps and I suggest looking into this video to learn more about such tiles, or as most people call them loops.
tips for basic chases
In a basic scenario you'll want to be familiar with some "mind-games" that a Killer will throw at you. Since we're talking about The Doctor in particular, you'll focus on his power and what he might do in a basic chase.
For one, most Doctors in a chase will naturally try to shock you with their Shock Therapy attack at a loop to prevent you from pulling to down in the chase, this is because when you're shocked by The Doctor you can't drop pallets, vault, heal, etc for a few seconds.
Start to get familiar with how The Doctor goes about shocking the loop, experiment and attempt to dodge these shocks with unpredictable routing and in-general basic dodging. If you have a decent amount of distance between you and The Doctor in a loop than I wouldn't worry about being shocked, since you can just keep looping him around said loop until you decide to drop the pallet. In some cases you might not be able to dodge the shock with an alternative route to go or just because there is no room in-general to do so, so in the event that he attempts to shock you with enough room for him to get around the loop and hit you... i'd just drop the pallet in that scenario.
Now, in some loops this is a bad idea because the loop might be unsafe or unpredictable, but if the loop is a decent size and length than you can just drop the pallet and take and alternate route around the other side of said loop to avoid a double back and getting hit. Although in some cases you can just drop the pallet and be fine until he breaks it, just because the loop might be too big to attempt anything else on it without breaking the pallet.
Anything else you'd need to know is learning about moonwalking and other such things that Killers might do around loops with high walls, they do this to hide their "Red Stain" or more commonly referred to as their Red Light, which they do so by moonwalking around the corner of a loop to make you think they're going to the other side or they might try something advanced and face that corner while moonwalking to the other side and hitting you around the long way of the loop in a sense.
