I don't know how it would do anything to the map itself... tbh, I forget Streetwise exists anyways.
But yeah, he was asking about map, maps and not the literal map you play on. I can see why that would seem confusing at first glance.

Streetwise is one of Nea's teachable perks, which reduces the consumption rate of items (including maps) by 15/20/25% for the user of the perk and any other survivors within an 8 metre radius.
