What's the best perk that you dont have to level up anybody to get?

Difficult to say, because "best" is somewhat objective. I would probably say Spine Chill for survivor, though Kindred, Hope and We'll Make It are all up there. Resilience is also good if you're someone who doesn't heal very much.
It's harder for killer, because it depends on who you're playing. Whispers is probably the best perk if you know how to use it well, but Sloppy Butcher is also great if you don't. Bitter Murmur and NOED are both strong perks, but unfortunately they also rely on having generators completed to get any value out of them.
