Killer Idea - The Jailor
No lore, just power. You can imagine what lore would be like though, tbh. Some jailor enjoying tormenting inmates? Some prisoner that managed to escape and took revenge on their captors?
Power - Arrest
Hitting a Survivor puts Handcuffs on them. After putting Handcuffs on two different Survivors, press and hold the Power button within short time frame to Link them together. After a short delay, Survivor that was hit last will be teleported to the other Survivor with Handcuffs on.
Linked Survivors cannot move farther than 4 metres from each other. Removing Handcuffs removes Linked Status Effect from affected Survivors.
Handcuffs are removed when Survivor is put into Dying State. Linked Handcuffs can also be removed by a special item, Bolt Cutter. Bolt Cutter will always spawn in the Chest in the Basement, and can only be used by Survivors that do not have Handcuffs on. Removing Handcuffs from one Linked Survivor will remove Handcuffs from the other Linked Survivor as well.
Only one pair of Linked Survivors can exist at a time. Hitting more than two Survivors or not using Your Power within the Power's activation time frame will remove Handcuffs from the oldest affected Survivor. Survivors cannot be hurt during their teleport.
Killer Perks:
Better Alone
Any time two or more Survivors are working on the same Generator, there is a 30/40/50% chance that when a Good Skill Check is hit, the Generator will be blocked by The Entity and cannot be repaired for the next 16 seconds.
When a Great Skill Check is hit instead, the Survivors working on the Generator will have their location revealed for 4 seconds. This effect can only be triggered once every 30 seconds.
Broken Hope
Broken Hope guarantees a Broken Key with no Add-ons on a completed Chest Search. Maximum of 2/3/4 completed Chest Searches can be affected by Broken Hope. Broken Hope trumps any of the Survivors' perks.
Upon completing a Chest Search, Broken Key will automatically be put into Survivor's hand and cannot be removed for 180 seconds.
You can see Aura of the Item that Broken Key replaced at all times.
Bad Cure
Any time Survivor heals a Survivor that they've been healed by in the last 60 seconds, Bad Cure triggers and applies the Exposed Status Effect on both Survivors for 40/50/60 seconds and reveals their location for 4 seconds.
Bad Cure has a cool-down of 40/50/60 seconds.
Some add-ons ideas:
- Linked Survivors suffer from Exhaused/Blindness/ Mangled/Hemorrhage etc. (standard Status Effects)
- Linked Survivors cannot heal each other
- Reveal Linked Survivors and Killer's aura every 30 seconds to each other
- Survivor holding Bolt Cutter suffers from Exposed
- Increase Linked range to 8 metres, when both Linked Survivors are in Healthy State, one of them suffers from Exposed Status Effect

Edited Broken Hope to be more consistent. First version allowed it to have add-ons if You ran Ace in the Hole, and it had a loophole that if You found a usable add-on You could deplete the key. Instead of overcomplicating perk to not allow this interaction, I just removed all add-ons from the key.
Now I realize there's still a possibly troublesome interaction with Franklin's, but let's ignore it for now.

What happens when he downs one of the connected survivors, does the other just drag him around the map haha
