This is the link you'd usually go to for stats on add-ons and such (Aka it's the DBD Wiki link).
https://deadbydaylight.gamepedia.com/Herman_Carter
But here's the issue...
The stats I assume you're looking for is the amount of "Madness Damage" this add-on increases with each Tier of the Order add-on. That unfortunately is something I can't find and wouldn't be able to find in-game unless I studied every single add-on with multiple games... Sadly there are some things that even I won't do i'm afraid.
Unfortunately, unless you study each increase in damage with every order add-on or someone finds the stats themselve than you're out of luck on that i'm afraid.

You're thinking of this video below.
It does actually give the information that @ocafghanistan is looking for, where he got this information and if it's accurate is... unknown though.

Some one on YouTube named Interact recently put out a Doctor video with up to date information.

@FireHazard The stats are on the wiki, but you need to go into the add-on pages themselves and hover over the "slightly/moderately/considerably" to see them.
@ocafghanistan Here are the stats:
Order - Class I increases madness inflicted by Static Blast by 10%, and causes Illusionary Pallets to generate every 20 seconds within 32 metres of the Doctor.
Order - Class II increases madness inflicted by Static Blast by 15%, and causes Illusionary Pallets to generate every 20 seconds within 64 metres of the Doctor.
Order - Carter's Notes increases madness inflicted by Static Blast by 25%, and causes Illusionary Pallets to generate every 20 seconds anywhere on the map.

Ah I see. The video still displays this information though, so it's not like the answer was any different in the end.
It's good to have it in text form in a comment though, rather than digging through the video itself to see each percentage boost.

Yeah, and as you said, the person who made the video didn't cite their sources, so the fact that it's on the wiki as well makes the information in the video more reliable.

Pretty much yeah, that's the best part about the inclusion, so thanks for finding that out for us.
