Level 3 will come out on February 18th. You can find the dates in the in-game news section.

Level lll: February 18th
Level lV: March 10th
The dates can be subject to change if anything comes up to inhibit their release, otherwise these are the intended release dates for Level's 3 and 4. Also you can find this post in the main menus News Section in-game.

No problem, every new Tome comes with this information when said Tome is released, so you can always find a new set of (intended dates) when a new tome is released.
