Has doctor always been able to shock prevent you from unhooking survivor?

Or is this a new part of his rework? I don't ever recall him being able to do that.

Yes, this has always been a thing. If you scream while performing any progress bar-based action, it will immediately cancel the action. This isn't just the case for Doctor, but for anything that causes survivors to scream, including Clown's bottles and the perk Infectious Fright.
