Toolboxes As A Necessity

As the title says, perhaps an overall change to repair by requiring a toolbox could help with the problem (perceived or otherwise) of gens going too fast.

My idea is as follows:

1. Repairing a gen without a toolbox imposes a large speed penalty (50%-100%)

2. Repairing with a toolbox (no add-ons) brings the usual 80 second timer.

3. Most toolbox add-ons are slightly reduced in efficiency.

4. Franklin's Demise is changed to give 5% of charges/10% of charges/10% of charges and the item is dropped on hit.

5. Chests are tweaked to give a somewhat higher chance for a toolbox to be found.

6. All unleveled survivors start with a toolbox in their inventory.

Not only is this thematically appealing--as repairing anything with no tools is extremely difficult--but it also puts more of an emphasis on survivors playing a role within a cohesive group.
