Should NOED be reworked to counter key plays?

Instead of NOED being activated after the last generator, It activates after the hatch spawns and It could spawn from 1-3 gens depending how many survivors are left.

If the killer runs with Devour hope, there's a totem waiting to be broken in the beginning of the match, same idea with the reworked NOED, one of the dull totems will be the hex totem for NOED when the hatch spawns. It encourages survivors not only to break totems but also still be able to make some plays to go for the save, find the totem or do gen. It's basically a Devour hope but in reversed.
