DC penalty is a good idea, but the execution isnt the best
I think a DC penalty should be in place. It hurts the survivor side by basically giving the killer a free kill, but hurts the killer by not giving them any points. It isnt fun for both sides.
However, as of this moment, I would say they need to fix the idea of DC versus losing connection.
This game can be quite buggy at times, and will make someone disconnect, not only by losing connection, but by bugs like EGC timer finishing but not the match.
In order for this to work, they need to:
1. Fix the bugs that prevent the game from ending
2. Make a way to distinguish DCing from losing connection
Now, the work around is "pulling the plug" for most games, but that is a lot more hassle than just clicking a couple buttons.

They already said it is too hard to make a distinction of disconnection on purpose or not.
There is no game with zero bugs and many of those have punishments for disconnection, its not the end of the world, its literally 5 minutes. When you start playing the game normally the timer should disappear, no harm no foul.
If your game keeps crashing you should seek information because DbD on average doesnt have that much problems to start affecting lobbies because of crashing.
The only place where we have more disconnections not on purpose, but sometimes because the game won't load with some frequency is during loading screen. If you DC on that situation there is no penalty, so no excuse to complain either.

Pulling the plug is less hassle than being locked out of the queue for 5 minutes at a minimum and receiving a strike under the penalty system. I think you underestimate just how common a disconnection method that is.
