Yes, it does, assuming the Overcharge skill check is triggered while in the killer's terror radius.
According to the Unnerving Presence page on the official wiki: "Skill Checks caused by Overcharge are affected by the Skill Check success zone reduction, making them extremely difficult to succeed."

Specifically, Unnerving Presence will reduce the size of the Overcharge skill check by 40/50/60%, depending on the tier of Unnerving Presence.

For reference, this is how big the skill-check would be with Overcharge, Unnerving Presence, and Spine-Chill.
Without Spine-Chill it would be a bit bigger, but not by much and i'm unfortunately not able to get a proper image to show just Unnerving Presence and Overcharge at this time.
It's slightly bigger than that without Spine-Chill, but not by much since Spine-Chill only reduces it's size by 10%. Hopefully this gives you an idea on how big it would be with just Overcharge and Unnerving Presence, but add in Spine-Chill on the Survivor and it's even smaller.

Actually it doesn't, not anymore anyways.
Since the Unnerving Hud Update, Unnerving Presence no longer decreases the Skill-Check size of DS due to Unnerving Presence not being active until you work on a Generator, and Heal to name a few.

This topic was heavily debated in a post called [Unnerving Presence Nerf?] and in this post I discovered that the HUD change for Unnerving Presence, and other perks, also changed how the perk activates.
It doesn't explicitly say this in the patch notes, but the perk now only applies when the debuff is active, which means the HUD display for UP only activates when you're working on Generators, Saboing hooks, healing, things that would naturally activate many Skill-checks.
And since it was changed to only be active during those actions, it no longer works with DS as a result. In the same post it was debated if this was a bug or an unintentional nerf, but since it hasn't been changed for several patches now... it's safe to say it's intentional, at least in my eyes anyways.
Besides semantics and what-not, UP no longer affects DS as a result from this change. It was also argued that the perk is constantly active all the time but applies itself to specific actions, etc, etc, but the point is that UP doesn't work on DS anymore since this change was made.
