Am I misunderstanding How D-Servers Work?

I am in west coast USA (CA) and I regularly get games with China, Mexico (west), Indonesia, Australia, and a couple others.
Within country I have gotten California (west), Washington (west), Arizona (west), Colorado (west), Idaho (west), Kansas, Texas, Florida, Boston, Maryland, etc.
Aren't they supposed to be dedicated to specific (more local) areas?
