is any of the progression of bp's/gems transfered to the normal game after the PTB ends , if not can BHVR patch the game to do this ?

No, it doesn't.
The PTB doesn't transfer progress over to the LIVE game for several reasons, but one of them is to let people use their Auric Cells and Shards without worrying about losing them when the PTB ends. I doubt this would ever be changed to go into the LIVE game after a PTB ends.
