New Mechanic to go along with the recent sabotage changes on PTB

I think, in addition to the new sabotage changes on the PTB, all the killers should get an ability to repair a hook that has been sabotaged (with an Active Ability/e button or by using the space bar or M1 button), but this ability can have a 60 second cooldown (may be changed depending on how overpowered or underpowered it would be). This ability will have a duration of 2.5 seconds (same as new sabotage time), and this duration can fluctuate with testing. Also, to coincide with this idea, hooks should stay sabotaged permanently (with an exception to hangman's trick, which could be changed back to what it did previously which caused any sabotaged hooks to repair automatically after 10 seconds at max tier and keep the survivor reveal that it has on the PTB). Alex's toolbox should also be changed so that its usage rates on hooks should be increased so that it cant break as many hooks as it does now. These changes, along with the sabotage perk change, will make it both rewarding and fair for killers and survivors alike.
