Freezing?

I swear, this is the only game on my computer that has an identity crisis and thinks it's Elsa from Frozen at least 4 times in a single match. I get at least 80fps when it's running normally, so it isn't my computer.
Sometimes I'll get cucked over in a chase because the game decides to freeze for like 4-5 seconds. I updated my graphics drivers, reinstalled the game and nothing has helped.
There is definitely something going on with the game that makes it do this, because I never had issues like this in past updates.
Is anyone else experiencing this or is it just me?
