why does it seem like PS4 has the most skilled survivors out of any platform?
any other multiple platform players notice the same?

I wish I was getting them in my queues then because all I get are Neas and Claudettes that crouch in corners and don't do anything

I have. Since there is a lot of good ones, some of them are gonna be a bit toxic though, I wish I could say the same for killer though. Don't get me wrong, I've seen a lot of great killers on PS4 but not as much as survivor.

I'm a rank 1 PS4 killer that happily plays every killer except Nurse and Oni. You're right, there are a lot of good players and they're more likely to be SWFin because of how easy it is to hop into party chat on console. The game is still beatable as a killer at the highest ranks. I get a 2k - 4k the vast majority of my games, you just have to sweat your balls off and play a little dirty. I like being a tryhard and I go HAM in basically every match. If I see a very obvious 4-man SWF (coordinated names/skins) i bring a mori. Two or more toolboxes = mori. Key = tunnel/mori.
I will say that it is quite sad how many people I've had to block because they send harassing/salty messages after a match. It's always the survivors that do this too. I play a lot of survivor, enough where I reach red ranks each season and I've never had any killer message me about anything except to farm every once in a while.
If I have a couple matches where i do subpar against toxic players, i blow off steam by facecamping as bubba or doing insidious/mori to get a laugh and relax.

PC has the best players.

Mouse and keyboard is optimal for killer. If a killer can't play optimally survivors seem stronger. Combine that with poopu frames and survivor is just easier on console.
