Unless the PSN Store has it on sale for free for a week or two than no, it'll have to be purchased with money.
They could have a sale in the future for new players to get it for free, but that's entirely up to speculation on when or if that happens.

What license? You mean DLC?
Or the game itself? Since that's what he means, the game was free around that time and hasn't been since (from what I could find).

In Ps Plus, you need to add the game to the library (buy for free) while its in free offer, but you dont need to download it. If someone got the game in August 2018 (bought for free), he can download it at any time in the future. But if someone didnt get the game in August 2018, so he lost the free opportunity, and may pay for the game as much as others without Ps Plus do.
So, in order to download DBD for free in PS4, one should had bought it for free via PS Plus in August 2018, not only be a PS Plus member then cause its not enough.
Thats why I aways get the game (buy for free) of every game in free offer on PS Plus, eventhough I dont plan downloading it, cause only doing that I secure the right to play it for free in the future, if I wish.

Ah, I understand now, so you're securing the ability to download the game whenever you want for free in the future because of this deal.
But regardless, it's only happened once on PS Plus (again, as far as I know) and that's it, whenever it does or if it does happen again is entirely unknown. Perhaps when a deal comes out for DBD, some kind of community sale, or just in-general a PS Plus free games sale, than he can get it for free and download it anytime he wants, but until than, it's still 20$ at this time.

Yeah, i think it would be a good market tatic to make the game free in PS4, cause then it will be free to play on-line without PS Plus, and than they would not lose the player base when someones PS Plus expires. I see a lot of mates stopping playing cause their PS Plus expired and cant afford a new subs for a while, while they can expend money inside the game with DLC and customs.
Usually, online games with main profits from DLC and customs are free on PS4, so ppl dont stop playing them.
