PS4 Survivor flying, superspeed and insta rising after being downed

I didn't even know those things were possible on PS4. This survivor was literally flying, getting downed and getting right back up, and running at least 300% speed.
Is it possible this person was playing cross platform from pc or something?

Im pretty sure they were PC players.
Basically you can access console servers from PC without problems, there is no verification or anything.
Right now this is hacker paradise, you can use servers that have no anticheat, you cant even get banned
