Why cant we have a PTB on console?
Have the devs provided an answer for this?
Its not like its impossible, I remember playing a CTE for Battlefield I a couple of years ago on my PS4.
Are there any platform limitations or something like that?

No, they haven't. Your guess is as good as ours on why they haven't released a PTB for Console, limitations? Time? it's unknown right now and probably will stay unknown until a lot of major fixes have been implemented.
They could be busy with the Rank Rework, the new upcoming Chapter, etc.

I think it has to be approved by licensing or something i could be totally wrong, but with it just being a public test build meaning theyre simply testing the water with the new updates, it would take more time to encode everything across each platform. Makes sense for them to test it with the platform players play the most on which im assuming is PC. This is why the dlc and updates would be approved on some platforms and then come out later on other's (switch and xbone)
It would be awesome if they had a PTB for consoles though seeing as the bugs, glitches are entirely different from PC. They could release an update for PC and then release it on Consoles and there be no issues with PC foreseeable but when it gets onto console all sorts of improvements needed.

Sony and Microsoft are very particular with things like this. I think that it has to do with the updates and their frequency that won't allow them to be included.
Believe me though, I'd be nice to have the PTB available on console. Even if it was it's own separate thing on the Xbox store.

I mean that's a good guess as to why it hasn't happened yet, especially with how Sony is with things like this.
But it's entirely unknown as to why it hasn't been implemented in the 2 years that Console has been around... Limitations? the Consoles themselves not allowing it? It's basically speculation at this point. A lot of Console players want it yes, but we don't really have any information as to why it's not a thing yet.
Maybe it'll happen some day though.
