Billy can't protect a hook the same way leather can. Again your missing the point. Billy has to charge maintain and aim his attack and at the end of the day it can only down one and can be juked easier at close range than bubba.

This change would literally make it so you can't in the same way. It would go from impossible to make a save to hook trading at worst

Let Bubba to stop the power. For example you do one swing, press M1 and after second swing you stopped. It will save time if you start the power and already fail with it cuz survivors is vaulted, or you down survivor with first swing and don't wait when power is finished.
