The splinters appear on all killer bloodwebs regardless of which killers you do or don't own. There have even been cases of people getting a splinter in the bloodweb of the corresponding killer. Not to mention the offering is bugged, so half the time you burn the splinter and it doesn't even work. They are planned to be disabled in the upcoming patch, however, so you won't have to deal with them cluttering your bloodwebs for much longer.

The offerings themselves are fairly outdated at this point and as said above fairly buggy at most. You could list of many reasons why they're being disabled in version 3.6.0, but it's most commonly accepted that they're just buggy and outdated at this point in DBD's life... since you can easily find any video on any Killer you want to review before purchasing for example.

Other cases like above show that the offering doesn't entirely work most of the time either and will usually not actually activate itself BUT still consume itself after the trial is over. Meaning, you could burn the offering and you still won't go into the match as The Nightmare or The Pig for example, depending on which Splinter you used.

In some cases if you bought the DLC through the shop than the Splinters will still show up in your Blood-Webs, even if it's the exact Killer that the splinter is used for. So if you bought the actual DLC through the Steam store itself, than the offerings will cease to spawn in your blood-web. But as said above, they're being disabled in Chapter 15, so I wouldn't worry about the offering anymore anyways, since they will cease to exist in future blood-webs.
