When does the Rift I cosmetics go on the Store?

My friend missed out on a chunk of the Tome/Rift I rewards and really wants to get the David tank top. I remember BHVR saying that the rift stuff isn't exclusive entirely but will appear on the Store at a later date for Auric cells.

When will this happen? Are charms from the rift going on the store as well? When will rift II stuff appear there?
