Cleansing a dull totem.
Trying to word this a simply as possible.
Let's say I cleanse a dull totem - and that particular totem was where Ruin was going to go. Will ruin now NOT happen or will it just go to an uncleansed totem? In other words can you kill a Hex perk before it activates by cleansing the right dull totem?

Hex totems are placed in the map at the start of the game, before the players even load in. So it's not possible to cleanse the corresponding totem for something like Ruin before it activates, because it is already active from the start of the match.
The only exception to this is No One Escapes Death. Because it is the only hex perk which activates after the start of the game, it is possible to disable it in advance by cleansing dull totems. In NOED's case, because the hex is applied to a random totem at the point when the perk activates, the survivors need to cleanse all the dull totems on the map to stop it from activating.

No, NOED is not on a fix totem. It gets assigned to the remaining totems when the last gen is done or hatch is closed. The only way to cleanse it "by accident" is, to start cleansing, then the last gen pops and the totem you are working on turns into a lit totem. If you cleanse it before NOED activates, another dull totem will be lit. The only way to prevent NOED is to cleanse ALL dull totems on the map. Also meaning, if you have for example Ruin still up and 4 dull totems cleansed, then NOED has no free spot either.

No worries! I should clarify what I meant about NOED, though - all hexes are assigned to a random dull totem at the start of the game, with the exception of NOED. NOED doesn't activate until the generators are all powered, so it doesn't get assigned to a totem until that point in the game. What that means is that, if there are any dull totems remaining on the map when the last generator is powered (or if the killer closes the hatch), NOED will be randomly assigned to one of those. If there are no dull totems on the map at that point, NOED won't have a totem and therefore won't activate. So in order to disable NOED before it activates, you will need to cleanse every dull totem on the map, because if you don't it will just get assigned to one of the totems you didn't cleanse.

Never said "thanks" for the reply. Now I realize except for NOED there will be a LIT totem at the start if they have a HEX. Maybe we get lucky and cleanse NOED before it activates even just by cleansing 1 totem - the right one.

That's usually the best strategy against NOED, either cleanse all 5 totems to prevent it from spawning OR leave one totem up and know exactly where it'll spawn.
The former is usually the better option.

Almost every games i played today there are many bugs and lacking
1) after i already cleansed the ruin totem but the ruin still actived
2) i ran to body blocked other player for protected him from killer hitting and i ran to behind him but it's go to front side and that he got hit and down
3) long distance hit from killers
4) there are many bug and lacking and high ping aswell
I disappointed like never before with this game i hope developer will fix it soon

As others already said, most Hex Totems (except NOED) spawn at the start of the game, so cleansing random dull totems won't do anything to them. What I think might have got You confused, was when You get cursed by hexes and when are You notified of them.
By design, You are not automatically notified at the start of the game that there is a Hex Totem in play. Only once the Hex actively affects You, You get a notification that You've been cursed. In case of Ruin, You get the notification when You start repairing a generator and then stop and trigger the regression. In similar fashion, just touching a generator will reveal Huntress Lullaby, touching any totem will reveal Thrill of the Hunt, cleansing a dull totem will reveal Retribution.
Worst Hex perks are the hidden ones. You won't get notified of Devour Hope till it gets 3 stacks and Killer downs someone with the instadown attack. Same with NOED, it doesn't get notified until killer instadowns someone. And Haunted Grounds is notified after You cleanse it, but by this point it's too late.
