Why do I have purple rarity perks at rank two?
Is this supposed to happen? Do I have to buy them again to get them to level three?

Some perks, like I said, can show up as Purple Rarity for their second Tier. An example of this is Agitation Tier ll (Two tallies).
As for "Should of buy them again in my blood-web?" yes, you should. Why? Because that'll give you the maximum Tier that perk goes up to, which is Tier lll. If you want the strongest version of your perk, than you should buy that perk again in your Blood-Web. There's no real reason to why the Tier ll version is the same rarity as the Tier lll version, the only concern you should have is which version is stronger.
Most of the time, the Tier lll version is stronger, so naturally you should buy the Tier lll version (Three Tallies) when you see it again in your Blood-Web, even if it's the same rarity as the current version you have.
To be honest, don't focus on the rarity at all, your only focus should be the perks effects and the tally marks that perk has in the top right corner, since that indicates what level that perk is in at the moment. So for example, Tier ll Decisive Strike gives you a 50 second activate time AND is a purple rarity, it's in your best interest to get it again in your blood-web to boost that time by 10 seconds, making it last 60 seconds instead at Tier lll.

Some perks can get to Purple Rarity at just Tier ll, so no you're fine.
The rarity of the perk doesn't determine if that perk is maxed out, it's the tally marks next to the perk that indicates this, so if for example Agitation is at Tier ll and is purple, than that just means it gets that rarity at Tier ll and still can go up to Tier lll. Hopefully that makes sense.

No, that's what I was saying you don't have to do.
Purple Rarity doesn't mean the perk is maxed out, the Rarity scale is just a way to indicate what's "rarer" or stronger. You'll know if the perk is maxed out when the tally marks on the right hand side are at 3, which is the max level a perk can go up to.

But I have purple perks with only two tallies on them. I thought that they were supposed to go to three. The same thing is also applying to the perks effects, like purple rarity Inner Strength taking 9 seconds or purple rarity Decisive Strike lasting 50 seconds. When I have perks like that, do I have to buy the purple rarity of them again on my bloodweb to get them to level three?
