The entity can manipulate and torture anything it takes into its realm to turn it into a killer.

The Entity promised him revenge, the Entity also forces him to do it and manipulates him. There are a handful of Killers who do their job unwillingly, like the Wraith.

Well from what we canonically know he was taken after killing Azarov.
The Entity doesn't really give Killers a choice whether they'll kill or not; either they kill or they get tortured repeatedly. If they still refuse, they then get discarded in the Void like trash.

Many souls were pretty much innocent but still got their asses hang in Entity realm.

Body count doesn't matter to the Entity.
Legion. Only killed one person in the heat of the moment and even then every member except Frank hesitated to varying degrees with Susie having to be outright forced. All four of them still got taken and all four of them became Killers as of now they all work to kill survivors in their own separate individual trials.
Spirit: Literally killed no one but was taken because of her inherited rage and and desire for Vengeance against her father and even then The Entity didn't hold to its bargain.
Plauge: Literally the most selfless killer in the entire roster didn't hurt anybody and even sacrificed her own body parts to try to help people. The Entity literally just happened and to answer a prayer from someone who had nothing left and was willing to take any god to save her.
