Level 1 perks are too weak
Resilience 3/6/9% bonus.
Bloodwarden 30/40/60 seconds
Decisive Strike 40/50/60 seconds
Agitation 6/12/18% movement speed
Boil Over 25/50/75%
This Is Not Happening 10/20/30%
Corrupt Intervention 80/100/120 seconds
Hex: Ruin 100/150/200%
Why the difference between perk levels is that drastic?

Bloodpoints wouldnt play a critical part of the game. Atleast 50% of the game would be removed and there would be no skill curve to gradually get better. It makes you play the game hungry and wanting better versions of the perk leading to playing better yourself.

Because most showcased perks are from the time the tiers actually mattered. They should get "bufffed" so that every tier 1 and 2 is close enough to tier 3 (for example buffing resilence to 7/8/9 or 5/7/9)
As you've seen in recent perks the diffrence isn't that big (Inner strenght is one second per tier, For The People is 10 seconds)

I don't disagree with what you say here. But i think a bigger priority should be focusing on making a lot of the perks that are useless regardless of their tier level more useful.
I mean... Fire Up, Monstrous Shrine, Unrelenting, Beast of Prey, and Gear Head just to name a few from the killer side, are like joke perks.

Most perks aren't obsolete at tier 1. And you probably picked one of the worst perks to prove your point.

That's the point. We're talking about these perks (and tbh most of the early made perks). Some of the early made perks at tier 1 are just bad and not worth using till getting atleast tier 2.
