Where do you report them?

You first need to report them in the post-game scoring screen using the button next to their name. If you don't do that, anything else you do is useless as the team won't be able to track the player down reliably.
If you did that, you can also submit a Support ticket with any additional evidence you may have to support your case. Usually, this takes the form of a video recording, as anything else will likely not be regarded as sufficient evidence to punish the person. The devs are very careful about who they ban, and they won't ban anyone unless there is solid evidence that that person did the wrong thing. So for something as serious as cheating or hacking, you will probably need video evidence to ensure that something is done to punish that person.
